The designing of the M21 was started in year of Stalin’s death in the end of 1953. The design broke with formal world of the Pobeda, and built on the solutions of American cars. The first generation used the anachronistic side-valve engine of 60 HP, later in the Gorky Car factory was started the manufacturing of more up-to-date OHC engines GAZ 66 and UAZ 469 with 70 HP. This came into the Volga too.
In that time, the car was regarded modern but the American car industry started just in 50-s the praxis to change radically every year the exterior of the models. The second, manufactured till 1962, and the third, manufactured 1962-70 generation contained more modification. Very revealing that till 1970 was impossible to reach the “forward look” trend generally used in Amerika in 1955-56. The design of Volga M21 remained forever a car from the beginning of 50s. When in 1959 the 6-valve line of GAZ was ceased, the Volga M21 became the biggest deluxe car sold officially in the Soviet Union, but its price was very highto most customer to buy.
